Lithuania may cancel the decision to restrict transit to Kaliningrad, but it is worth preparing for the worst. This was stated by the presidential press secretary Dmitry Peskov, TASS reports.
“Let's not rule anything out. Let's hope for the best, but prepare for the worst. What we always do,»,— he said, when asked if Moscow allowed Vilnius to reconsider the decision.
According to him, the Russian authorities are determined enough, but will not rush to make decisions. They analyze the situation and plan to give time to “opponents” in order to find settlement options. “Here our correctness is absolute,” — summed up Peskov.
Lithuanian Railways has stopped transit deliveries to the Kaliningrad region, as well as the export of a large list of goods that fall under EU sanctions, from June 18. The list includes products made from iron, steel and some other metals, fertilizers, timber, wood products, glass containers, cement, natural gas liquefaction plants, iron and steel products, purebred horses, truffles and their products, cigars, perfumes and other.
Lithuanian Foreign Minister Gabrielius Landsbergis explained that the country took this measure as part of the implementation of European sanctions that came into force on June 17, but did not impose restrictions on its own. The Kremlin considered these measures unprecedented and illegal.
On June 21, the Russian Foreign Ministry summoned EU Ambassador Markus Ederer. The diplomat said that the blockade of the Kaliningrad region was out of the question, and asked to resolve the issue through diplomacy. However, on the same day, Security Council Secretary Nikolai Patrushev said that Moscow was working on a response to “hostile actions.”

Deputy Foreign Minister Sergei Ryabkov stressed that the restriction of transit would be a heavy blow to the foundations of European architecture, and noted that Russia's interests would be ensured in any case.
Head of the Agency for International and Interregional Communications of the Kaliningrad Region Alla Ivanova proposed to supplement the EU document 833/2014 with the concept of “Kaliningrad transit of people and goods” and a general exemption from sanctions. Another solution is to exclude the phrase “including transit” from the text of the articles of the sanctions document that relate to oil products, metals, coal and other goods. In addition, the authorities can send clarifications to the Lithuanian customs about the non-application of the effect of the articles introduced by the fourth to sixth packages of sanctions to the “Kaliningrad transit” goods.
